Because sharing requires holding two competing wants in mind, which is genuinely beyond most three-year-olds. Turn-taking with a timer works far better than appeals to fairness at that age.
Read it before the situation, not during. A child mid-meltdown cannot access a story; a child who heard it at bedtime often can the next morning.
